Role Purpose

This role will lead staff within Philippines Technology Teams, the candidate will help strengthen oversight and streamline governance between Local & Regional teams, both Business & IT. Besides, s/he need to work closely with all business lines and build strong relationships with Senior leaders to provide essentials support to Asia & Middle East CIO on matters relating to relevant regulatory and board relationships within the Market. S/he need to collaborate with peer regional heads, GB/GF business, and other senior IT Personnel to implement IT goals in the Market, policy, expense and regulatory constraints, in line with technology strategy, priorities and budgets.

Principal Accountabilities and Responsibilities

IT Service Provision within the Philippines

  • Partner with and advise Business heads and their management teams on technology decisions.
  • Responsible for the delivery of IT services in the Philippines market, to support country Chief Executive Officer (CEO) in the effective delivery of key business objectives.
  • Lead a team of Technology Engineering Teams for application development, remediation, and service management.
  • Ensure local teams apply Group standards, architecture principles, and engineering practices.
  • Ensure operational risks and controls are implemented, evidenced, and effective.
  • Drive innovation and continuous improvement from a technology perspective, focused on measurable business outcomes.
  • Oversee system security and ensure the Philippines market is not exposed to critical IT risks; ensure issues are recorded, remediation plans are built, and appropriate governance is in place.
  • Ensure technology decisions align to governance and architecture standards; review and maintain systems to HSBC standards.
  • Lead finance and planning for Philippines technology needs; monitor and maintain the agreed budget.
  • Establish relevant metrics to support reporting and decision-making (e.g., service performance, stability, change outcomes).
  • Maintain understanding of local regulatory restrictions (including data residency/onshore requirements where applicable) and ensure technology delivery remains compliant.

Partnership with Business Lines

  • Understand business and technology strategy and translate business needs into an executable local technology plan.
  • Cultivate and maintain strong relationships between Business and IT.
  • Partner with business managers, global asset class IT heads, and regional stakeholders to deliver outcomes for the Philippines.
  • Provide region/country CEO with full oversight of and advice on all Technology issues related to the Country

Partnership with Asia & Middle East International Markets CIO Management / GB-GF Stakeholders

  • Provide support to the Regional CIO as needed on matters relating to relevant regulatory and board relationships (as they impact the Philippines market).
  • Collaborate with peer market heads, GB/GF business, and senior IT stakeholders to implement goals in the Philippines within policy, expense, and regulatory constraints.
  • Lead GB/GF-aligned delivery teams supporting the Philippines to meet functional goals and deliver to time, cost, and quality targets.
  • Ensure Philippines demand is captured and prioritised appropriately within the GB/GF global portfolio.
  • Coordinate Philippines input into the annual planning cycle.
  • Govern the GB/GF programme portfolio impacts in the Philippines, ensuring status and impacts to time, cost, and quality are reported through agreed channels.
  • Support delivery of IT transformation, Agile and DevOps adoption in the Philippines in partnership with GB/GF business (where in scope).
  • Ensure deliverables support and comply with regional and GB/GF target state architecture

Leadership & Teamwork

  • Extensive experience in a managerial role within an IT or related field
  • Experience of leading people and developing a high performing team
  • Strong relationship management and influencing skills; able to work effectively across a matrix organisation.

Functional Knowledge

  • Practical experience leading and managing an engineering/technology function with a strong focus on operational technology delivery and service resilience.
  • Knowledge of IT infrastructure, network and telecommunications, desktop technologies knowledge and experience would be a definite advantage.
  • Good understanding of IT operating and capital expenditure as well as good understanding and knowledge relating to Cybersecurity, Data, Risk, IT Cost, Regulatory and Compliance, Business/Function Alignment and Audit.
  • Strong judgement and communication skills to achieve effective stakeholder management and delivery outcomes.
  • Knowledge of wider industry trends and the banks positioning and approach vis--vis those trends
  • Experience planning and managing technology expenditure in a complex organisation.

Candidate with less relevant experience or skills may be offered a lower Global Career Band level than stated above.
