We are currently seeking an experienced professional to join our team in the role of Chief Investment Officer (CIO)

Role purpose


As a member of the Pensions Scheme Executive (PSE) Executive Committee, the CIO leads the development and delivery of the DB and DC investment strategy (including ESG), making proposals to the Trustee Board and ALCO. Youll ensure strong investment governance, high-quality advice and effective resourcing of the investment function, with a focus on robust decision-making and cost management.

Key responsibilities

  • Shape and evolve long-term DB and DC investment strategy, including ESG risk mitigation and DC default/fund range design.
  • Lead investment governance with the TCEO, Trustee and ALCO Chairs.
  • Lead stewardship and engagement activities with respect to Asset Managers and investment advisors.
  • Implement Trustee-delegated DB and DC strategies within approved policies and guidelines; propose changes (e.g., asset allocation).
  • Own first-line investment risk management.
  • Select, appoint and oversee investment managers; design and manage mandates; make invest/disinvest recommendations with authorised advice.
  • Manage relationships with investment consultants, investment managers and the DC platform provider.
  • Build and lead the investment team; manage performance, ratings and salary review recommendations.
  • Contribute to collective leadership of the PSE and act as a role model.

Knowledge & experience

  • Proven investment leader with extensive experience, including cash flow driven investment and monitoring within an in-house annuity portfolio.
  • Strong DC experience and experience operating at a comparable scale/complexity.
  • Senior expertise in investment management and financial modelling; familiar with risk models, VaR and portfolio management techniques.
  • Track record of negotiating with investment managers and leading internal/external teams.
  • Well-connected, respected industry profile; recognised thought leadership.
  • Desirable: pension consulting/financial planning and/or banking industry experience.
  • Relevant, well-regarded financial/actuarial or investment professional qualification required.

This role is based in London on a hybrid working basis.
