The Clearstream Third Party Risk Advisory unit supports the business segments in their duties with regards to services outsourced by Clearstream entities and secures a harmonized first and second line of defence approach across the different business owners within the area of its responsibility, including the set-up of standards with respect to performance indicators and its monitoring as well as the coordination of outsourcing risk assessment. 

The main responsibilities are the support of the business owners in outsourced services/processes, and the coordination activities around internal and external audit findings of the entities in scope.

 

Your responsibilities

The Third Party Risk Advisor is responsible to operatively ensure compliance with strategic and regulatory obligations by performing the following tasks:

  • Support business owners s in the regular monitoring and reporting on the regulatory relevant outsourced services and ICT services supporting critical or important function
  • Support business owners in their duties related to regulatory relevant outsourced services and ICT services supporting critical or important function in the definition and update of KPIs by setting up standards.
  • Consolidation of KPI and business owner performance review information and reporting to the Clearstream Executive Boards and all relevant stakeholders on the outcome of the monitoring of regulatory relevant outsourcings and ICT services supporting critical or important function
  • Proposal of outsourcing business owner allocation (in cooperation with the Outsourcing Coordinator) for new and reallocation for existing regulatory relevant outsourcings and ICT services supporting critical or important function to the respective Executive Boards and maintenance of ownerships for existing regulatory relevant outsourcings and ICT Services supporting critical or important function.
  • Quarterly synchronization of a comprehensive list of all contractual regulatory relevant outsourcing relations and ICT services supporting critical or important function with the Outsourcing Coordinator who is the ultimate responsible source.
  • Close interaction with the relevant Clearstream segments, Group Regulatory Outsourcing Management, Internal Audit and Compliance
  • Assist in project work where required

  • Access to all information and systems relevant to new or changed Outsourcings and ICT services supporting critical or important function

 

Your profile

Ensure compliance with regulatory obligations with respect to Third Party Risk Advisory:

  • Business Owner allocation
  • KPI and service delivery monitoring
  • Alignment of the monitoring between the Outsourcing Stakeholders
  • Regular review of the Third Party Risk Advisory methodology and applications
  • Maintenance of the outsourcing portfolio (OBS database) of regulatory relevant outsourcings and ICT services supporting critical or important function
  • Preparation of the quarterly report on the outcome of monitoring of regulatory relevant outsourcings and ICT services supporting critical or important function for Executive Boards.
