Global Risk is a thriving and expert risk management function supporting HSBC globally with all aspects of risk management. The team actively manages a varied and dynamic range of risk types, including security, fraud, information security, contingency, geopolitical, operational, credit, pension, insurance, financial crime and regulatory compliance, market and reputation risks. We are undertaking a major transformation to implement Internal Ratings approach for regulatory capital calculation on credit risk, market risk, and counterparty credit risk. This is a significant body of work to ensure that model development, validation, review, regulatory approval and implementation is executed within identified timelines. With heightened supervisory expectations around model transparency, validation, documentation and end-to-end implementation readiness, the programme must be delivered with disciplined execution across portfolios to achieve regulatory approval and sustainable operation to maintain model permissions.

We are currently seeking a high calibre professional to join our team as a Project Manager, Model Risk and Governance - Project S (Contract) (until end of 2028). This role to provide end-to-end delivery management across activities relating to modelling transformation in Singapore, spanning Personal, Wholesale, Traded and Market Risk portfolios.

In this role you will:

  • Programme delivery leadership (multi-portfolio): Own and maintain the integrated delivery plan across Personal, Wholesale, Traded and Market Risk modelling workstreams, including scope, milestones, dependencies, critical path, and resourcing; Project controls & execution discipline: Run robust project controls including RAID, change control, decision log, action tracking, and benefits tracking; escalate issues early with clear options and recommendations.
  • Model lifecycle coordination (MRM-aligned): Coordinate end-to-end model change activities across requirements, data readiness, model build/change, validation, governance approvals, implementation, and monitoring readiness.
  • Governance management: Plan and run governance cadence (working groups, programme steering, model governance forums), ensuring decisions are documented and actions are driven to closure; Continuous improvement: Standardise delivery artefacts and governance routines; identify opportunities to streamline reporting, improve controls, and reduce delivery friction across workstreams.
  • Regulatory readiness & MAS engagement support: Support MAS-facing readiness by coordinating engagement plans, narratives, evidence packs, and closure of regulatory/audit actions in partnership with relevant stakeholders.
  • Documentation & audit trail quality: Ensure deliverables are complete, consistent, version-controlled and audit-ready (e.g., methodology summaries, data lineage, testing evidence, approvals, implementation sign-offs).
  • Data readiness & controls tracking: Track data sourcing, lineage, quality remediation, reconciliations and sign-offs required for model development and ongoing use; drive timely resolution of data issues.
  • Technology and implementation coordination: Coordinate technology/process changes impacting model execution, reporting and capital/risk calculation processes; drive UAT, parallel runs, cutover planning, training, operational handover and hypercare.
  • Stakeholder management & communication: Partner across Model Development, Model Validation, Credit/Market Risk, Finance/Capital, Data, Technology, Operations, Compliance/Regulatory Affairs and Internal Audit; produce clear, senior-ready status reporting and decision materials.

To be successful you will need:

  • Proven project management / transformation delivery experience in a bank or regulated financial services environment, managing complex cross-functional programmes; Experience coordinating data and technology dependencies (e.g., data lineage, data quality controls, reconciliations, environment readiness) is strongly preferred.
  • Strong understanding of Model Risk Management (MRM) and model lifecycle governance (development/change, validation, approval, implementation, monitoring).
  • Working knowledge of regulatory capital models and associated documentation/control expectations (including IRB / IMM / FRTB-SA concepts and capital impacts).
  • Strong stakeholder management skills with the ability to influence across functions and seniority levels; comfortable operating with senior management and governance forums; Excellent planning, organisation and communication skills; able to translate technical content into clear delivery updates and decision points.
  • Strongly preferred: experience in managing internal models projects in Singapore (or equivalent) with exposure to MAS interactions (briefings, submissions, inspections, remediation tracking). Experience model development or model validation is preferred but not a Must-Have.
  • Relevant experience in banking or financial sector; Qualifications preferred: Degree (or equivalent experience) in Business, Finance, Risk, Data/Technology or related discipline.
