Job Description:

People & Culture Specialist (Service Delivery)

The primary purpose of the People & Culture (P&C) Specialist (Service Delivery) role is to support the S P&C operations for Japan and Korea and ensure the co-ordinated delivery of high quality services and experience to employees and business/function. 

Work Scope / Job Responsibilities:  

Deliver reliable, compliant, and secure P&C operations to the business 

Working with business facing P&C colleagues, manage and deliver local P&C processes in an efficient and compliant manner, making full use of systems and technology available.  Processes include but not limited to mobility, onboarding, performance management, employment relations, reporting and analytics, annual cycles, etc. Work closely with GBS P&C team in Malaysia on LFR matters 

  • Recruitment Support: Reviewing reference checks, Creating offer letters, reviewing medical checkup results and onboarding documents, answering TA inquiries on local policy, onboarding, probation review 

  • Onboarding Support: NDA signing, social insurance enrollment/withdrawal, resident tax processing, annual tax statement 

  • Early Retirement Program Support: Sending communications, business alignment, calculating benefits, approving requests. 

  • Work Rules Management: Updating Work Rules per labour law. Employee rep review and labour office submission 

  • Payroll Management & Reporting: Monthly salary, bonus, share, severance, year-end tax adjustment, Overtime calculations, tax payment notifications, reports for finance  

  • Management and tracking of leave (Local systems used) 

  • Year-end Annual tax settlement/adjustment, Tax filing when shares vest 

  • Co-ordinate with vendor for benefits administration 

  • Employment Certificates: Creating certificates for school, housing loan, etc. Company seal is often required. 

  • Documentation management: Forms for expat onboarding and offboarding, any documents requiring wet signatures, company seal  

  • Other administrative tasks: Project support, translation, mailing, putting company stamp 

  • Identify required improvements to processes, knowledge base 

  • Support P&C crisis and continuity management activity as required locally 

 

 

 

Korea-Specific:  

Employee headcount in Korea: 2 

  • Ensuring the accuracy of payroll preparation and processing, tax filing and remittance, benefits maintenance, severance management and other related payments 

  • Support end-to-end Benefit administration processing 

  • Legally Mandatory Training (Co-ordinate with vendor to complete the training and pay invoices) 

  • Leave administration processing such as paid/unpaid leave, Annual leave balance and Unused Leave Encouragement etc 

  • Third Party administration processing such as vendor invoicing and coordination  

 

Japan-Specific: 

Employee headcount in Japan: 25 

  • Fixed-term contract management: Confirming reemployment intention post-retirement, discussing business needs and compensation, executing annual contract until age 65. 

  • Temp staff management: Confirming and processing contract renewal with agencies and business 

  • Benefits Administration: Social Insurance, Relo Club, Defined Benefit, Group Insurance, DB Enrollment/withdrawal + calculations 

  • Statutory government-reporting: Disability Employment Report, Elderly Employment Report, 36 Agreement creation and submission. 

  • Managing and processing MyNumber securely   

  • Annual Medical check and stress check: Administration of the checks and related subsidy applications  

 

Qualifications and experience 

  • Language Requirement: Fluent in Japanese, Korean and English  

  • Degree qualified or equivalent experience/education with 3-5 years of HR Operations experience 

  • One team mind-set - demonstrates an understanding of the value of, and ability to develop, high quality, trust-based relationships with the wider team and organization 

  • Demonstrates understanding and ability to administer HR systems and processes efficiently and effectively  

  • Able to apply logic and judgement to balance needs of different stakeholders 

  • Strong communication skills with experience in a high matrix environment  

  • Ability to manage and navigate ambiguity and complexity 

  • Resourceful with a can-do attitude and growth mindset
