Responsibilities: We are seeking a seasoned and dynamic Procurement Manager to lead sourcing and procurement activities for Non-IT categories, including Facility Management, Outsourcing Services, Travel & MICE, Marketing Services, Professional Services, Printing, and other related areas. This role requires a strategic thinker with strong category management expertise and the ability to deliver value through cost optimization, supplier relationship management, and sustainable procurement practices. Key Responsibilities: Category Management and Strategy Development: Develop and implement category strategies aligned with business objectives. Conduct spend analysis and identify opportunities for cost savings and process improvements. Conduct market research to identify potential suppliers and benchmarking. Coordinate with Group Procurement function to maximize bargaining power and drive consistency. To support the implementation of Group agreements for local execution. Sourcing & Negotiation: Lead end-to-end sourcing processes, including RFP/RFQ/RFX, supplier evaluation, and selection. Adhere the appropriate procedures based on Procurement Policy in supplier selection, due diligence and contracting process. Negotiate contracts and commercial terms to achieve optimal value for the organization. Contract Management: Working closely with Legal and Business for contract review and manage supplier contracts ensuring compliance with Company policies and legal requirements. Maintain the Procurement contracting archiving system in accuracy manner. Support Procurement team time to time review the contracting system improvement and identify any automation opportunities. Data Management, Analysis and Reporting: Utilize various data sources to perform in-depth spend analysis, identify trends and support decision making. Prepare quarterly savings report, minimum control procurement framework (MCPF) or any sustainability report requirements. Supplier Relationship Management: Build and maintain strong relationship with key suppliers to foster collaboration and innovation. Monitor supplier compliance with contractual obligations and service-level agreements. Risk & Compliance Management: Ensure adherence to company policies, regulatory requirements, and ethical standards in procurement activities. Support AXAs Sustainability and Inclusive Procurement initiatives for ESG and Diversity & Inclusion. Conduct required due diligences during the tender and post-tender stage. Other contributions: Procurement process education to stakeholders. Explore procurement process digitization and improvement opportunities. Lead Non-IT team to support daily sourcing activities. Qualifications: Bachelors degree or above in Business, Supply Chain Management, or a related field. A masters degree or relevant certification (e.g., CIPS, CPSM) is a plus; Minimum of 10-15 years of experience in procurement, at least 5 years in mid-level managerial position. A candidate with less experience will consider as Assistant Manager. Ideally have experiences within the insurance/financial/government services industry (not a must). Excellent analytical and strong decision-making skills, with the ability to make data-driven decisions. Exceptional negotiation, influencing, interpersonal skills and agility to adapt changes. Diplomatic, agile, resilience can work well with all levels of people. Good team player and able to work independently as self-starter with can do spirit. Ethical and strong integrity. Attention to detail and investigative and questioning nature. Knowledge of risk management/third party risk management and compliance in procurement. Familiarity with sustainability practices and carbon emission in Non-IT procurement. Proficiency in procurement software and tools (e.g., Coupa, SAP, Oracle, etc.), as well as Microsoft Office Suite (M365).
