What's The Role

This role is responsible for delivering Operations Readiness and Commissioning & Start-Up (OR/CSU) activities for the project, with a specific focus on Permit to Work processes executed safely, efficiently, and within budget, while achieving Goal Zero HSE performance.

The position reports to the Tabangao Import Facility Manager, with functional supervision from the OR/CSU Lead, and is an integral member of the Philippines Tabangao Refinery to Terminal Conversion Project Management Team.

Shell Trading & Supply (T&S) manages the trading, supply, distribution, and shipping businesses across the Shell Group. Within T&S, Operations oversees a global distribution network comprising a diverse portfolio of assets, handling over six million barrels per day of product movements. Daily operations include fuel lifting by more than 3,000 trucks from over 110 equity terminals and 770 external supply points, supplying approximately 27,000 Shell retail stations worldwide.

Within T&S Operations, the Global Engineering function reports to the General Manager, TSO Engineering, and is accountable for the delivery of the Capital Program across the 110+ equity terminals and associated infrastructure.

What You'll Do

PTW support (as TIF Operations have expressed limitations in manpower)

  • Preparing PIP (Process Isolation packages) and Job packs
  • Processing permits this should be enabled to offload TIF ops
  • Daily gas testing and permit issuance
  • Field coordination with contractors\

 Field coordination with TIF Operations and decontamination team

  • Preparing line/equipment for project works
  • Field SIMOPs coordination
  • Ensuring right attention is put to deliver decon and maintenance of tanks are on time

Update of operation procedures for new linework/ways of working. Including green lining activities with TIF (walk down of lines to confirm set up is correct as part of PSSR).

  • Alignment of the job packs to T&S requirements (i.e. permits) and LOP reviews/fine-tuning (doc vs actual).

 Support operational MOCs. Alarm setting changes, overrides, temporary piping/hose, temporary workarounds to enable tie/in or commissioning.

  • Coordinate progressive commissioning activities (especially so for JetA1 and ADO)
  • Support PSSR activities for staggered commissioning

What You Bring

  • Technical or operations professional with a minimum of a bachelors degree in engineering or equivalent, with at least three (3) years experience in project execution and maintenance operations.
  • Proven experience as an Authorized Gas Tester.
  • Demonstrated experience as a Permit Issuer.
  • Formally trained in the Permit to Work (PTW) process and system, with the ability to obtain FLBM PTW accreditation.
  • Awareness of diving hazards or certified as an Authorized Person for Diving.
  • Strong knowledge and understanding of relevant industry codes, standards, and procedures.
  • Solid experience in developing Job Packs, Job Hazard Analyses (JHA), and Job Method Statements (JMS).
  • Proficient in navigating electronic Permit to Work systems.
  • Fully conversant with Shell Project Management Systems, with extensive knowledge of Project Completions, Construction, and Commissioning practices and procedures.
  • Strong understanding of terminal facilities design, fabrication, installation, pre-commissioning, and commissioning.
  • Demonstrated experience in construction execution, testing requirements, plant inspection, system handover/turnover, and commissioning and start-up activities.
  • Ability to verify the accuracy, adequacy, and practical implementation of operating procedures in the field.
  • Visibly demonstrates strong personal and organizational HSE commitment.
  • Exhibits strong coordination, communication, and analytical skills.
  • Possesses excellent interpersonal skills, with the ability to build relationships across disciplines and cultures, influence others, coach teams, and deliver results through others.
  • IT-literate, with proficiency in Microsoft Excel, Word, PowerPoint, and related applications.
