Full Job Description

Guides the business through significant, material change by bringing structure to complex transformation. Applies the Change Management framework while embedding risk, controls, and business readiness into decision-making, and driving execution across cross-functional initiatives ensuring changes are executed in a well-governed and sustainable manner. Serves as a first-line partner to the business to proactively identify, assess, and manage risk arising from strategic change, while aligning priorities and enabling teams across Personal Wealth to adopt and implement change effectively.

The Business Program Manager Senior Specialist is a newly created role within Controls and Enablement, designed to support critical Vanguard Personal Wealth initiatives. This role serves as a key change leader and division advocate, driving adoption and alignment while thoughtfully balancing business needs with risk management and control considerations.

This role ensures risk, controls, and governance are embedded throughout the change lifecycle, enabling informed decision making and effective, well-controlled execution.

  • Leads complex, crossfunctional initiatives with accountability for assessing and managing risk and control implications throughout the change lifecycle

  • Partners with the business on driving transformational change while ensuring risks are identified early, transparently communicated, and appropriately mitigated

  • Assesses and articulates the risk profile of strategic initiatives, including impacts to controls, operations, client, and regulatory obligations

  • Partners with business, Risk, Compliance and Legal to ensure appropriate governance, escalation, and risk informed decision making

  • Ensures changes follow appropriate governance, including materiality assessment, approvals, and alignment with enterprise risk frameworks

Core Responsibilities

  • Leads change management strategy and execution across key C&E priorities and initiatives. Translates strategy into clear, actionable change plans that drive adoption and sustained outcomes.

  • Builds credibility as a trusted thought partner to senior leaders, sponsors, and stakeholders, guiding transformation, shaping direction and messaging, assessing readiness, and ensuring successful change implementation.

  • Establishes and maintains standardized project management practices, oversees inter-program dependencies, and ensures alignment to governance, budget, and timelines.

  • Delivers disciplined change execution across complex initiatives. Improves consistency and effectiveness of change delivery through structured methods.

  • Establishes and maintains C&E change management tools and methodologies. Supports adoption of effective continuous improvement processes.

  • Participates in special projects and performs other duties as assigned.


Qualifications

  • Minimum 10 years of experience in program management, strategic initiatives, or PMO functions within large organizations, preferably in financial services.

  • Undergraduate degree or equivalent combination of training and experience required.

  • Strong leadership, communication, and stakeholder management skills to drive cross-functional alignment.

  • Deep knowledge of change management fundamentals (communications, training, readiness) and how to integrate risk and control considerations into change execution.

  • Experience assessing risk in large-scale transformations or strategic initiatives within financial services.

Additional Qualifications

  • Understanding of C&E preferred to align change strategies with operational and stakeholder priorities.

  • Demonstrated ability to influence and partner effectively with senior leaders, driving alignment in a matrixed environment.
