Job Description:

Reporting to the Head of Advice – Asia, the Senior Compliance Advisor is a member of the Asia Advice team within the Compliance organization.

The Senior Compliance Advisor will specifically support the existing Shell Energy Japan businesses mainly in the power trading and supply market in Japan.

The Senior Compliance Advisor will be responsible for the following in connection with the Shell Energy Japan business:

1. Acting as the first point of contact for all regulatory & compliance advice to the business.

2. Together with the GM Shell Energy Japan and Head of Advice maintaining business relationships with financial regulators and/or trading regulators (exchanges) including the Energy Regulatory Authorities and Independent Energy Market Operator on all matters and handling requests for information and other inquiries from trading regulators

3. Providing guidance and advice to the SE Japan business on local regulations, requirements and licensing conditions (including for example, where marketing materials, systems and processes may be subject to such requirements)

4. Ensure SE Japan power related compliance and reporting obligations are adhered to by business for example compliance with JPEX, OCCTO, METI and TOCOM rules and regulations.

5. Providing guidance and advice to business organizations on the Shell Code of Conduct.

6. Assisting the Compliance Training team with the allocation and delivery of training.

7. Providing input to Compliance Risk Assessments.

8. Keep abreast of all relevant regulations and developments affecting SE Japan businesses and advise businesses accordingly

9. Carried out investigation into any regulatory breaches or violations as and when required

10. Participated in SE Japan Leadership Team meetings and provide advice when required

11. Support other regional team advisors as and when required

12. Develop an effective business partnering relationship with SE Japan.

13. Develop and maintain a strong understanding of SE Japan’s business, the external regulatory environment in the Japan power market and the compliance risks and controls.

14. Assist the SE Japan business in understanding the compliance risk implications of their existing and proposed activities and provide guidance on potential mitigations and regular business line controls.

15. Proactively provide guidance and advice to the business lines in relation to all regulatory & compliance requirements and risks, including (but not limited to):

・compliance with external regulations / internal requirements, or conformance with Group Standards, Manuals and Shell Trading Policies.

・the understanding and mitigation of regulatory and compliance risks such as market manipulation, anti-trust, bribery & corruption, and money laundering

16. Work with Country Chair on creating “do the right thing” culture in Shell in Japan (e.g. Japan compliance day), support new joiner on understanding Shell’s Ethics and Compliance.

【 Required Qualifications 】

・Bachelor’s degree from an accredited university.

・Native-level proficiency in Japanese and fluency in English.

・Robust understanding of global financial regulations, compliance requirements and the Shell Code of Conduct as they relate to Japan. (trading, especially commodity)

・Excellent interpersonal and relationship building skills, including the ability to interact with and influence at all levels of an organization and engage with a wide range of stakeholders. (Some one that can speak up to senior management in Shell Japan)

・Must be comfortable speaking up, escalating concerns and can provide an independent view and voice.

・Team orientated and collaborative, with the ability to work independently and share knowledge broadly.

【 Preferred Qualifications 】

・Minimum of 10 years’ experience in a combination of trading compliance or comparable governance and audit roles.

・Significant knowledge of the trading business and/or experience in the Japan electricity market.

・Strong understanding of trading instruments, trading strategies and risk concepts. (depends on background)

・Must be able to resolve conflict and deliver tough messages with grace.

・Excellent written and verbal communication skills.
