Sustainability Performance Manager – Hackney Council

Grade: £60,633 – £62,742
Recruiting in partnership with Goodman Masson

Goodman Masson is supporting Hackney Council in recruiting a Sustainability Performance Manager to play a central role in delivering the Council’s Asset Management Strategy and its ambitious sustainability, retrofit, and housing quality objectives. This is a key leadership post within Property Services, responsible for improving the long-term condition, energy performance and safety of Hackney’s housing stock, while managing a team of technical specialists.

Reporting to the Head of Strategic Asset Management, you will lead the development of technical and design standards that shape how homes are maintained, upgraded and built—covering sustainability, fire safety, accessibility, energy efficiency and long-term asset performance. You will oversee the analysis of the Council’s housing stock, ensuring robust reporting on energy and sustainability performance, statutory returns and data required for strategic planning. A major part of the role involves defining and delivering strategies such as the Retrofit Strategy and aligning them with the wider Asset Management Strategy.

The role includes managing and commissioning feasibility studies, design guides, energy modelling, and specialist surveys, including heat metering and EPC programmes. You will work closely with Regeneration, Building Maintenance, Planning, Housing Management and other services to ensure that new and existing homes meet high-quality, future-proofed and maintainable standards. You will also lead contractor management, procurement processes, and resident-focused initiatives to reduce energy consumption and fuel poverty across the borough.

This is a leadership position and will involve managing a team of around six staff. You will be responsible for performance management, professional development, and creating a culture of high standards, accountability and continuous improvement within the Energy Portfolio and Energy Programme teams. The role also includes deputising for the Head of Strategic Asset Management where required.

We are seeking a professional with strong technical expertise in housing, construction, sustainability, retrofit, and asset performance. You will bring experience developing technical specifications, analysing complex energy data, delivering retrofit programmes, and leading strategic projects. Knowledge of building regulations, domestic construction, high-rise developments, retrofit best practice, and relevant health and safety legislation is essential. A degree in a relevant technical discipline is required, with Retrofit Coordinator or Assessor certification desirable.
