Job Description:
The role is to provide strong leadership, assurance, and continuous improvement across Health, Safety, and Environmental performance in Egypt and associated Joint Ventures (JV).
This is a middle management contributor role with significant influence across operations, projects, and partners. The successful candidate will act as a trusted HSE advisor, focusing on operational risk management, regulatory compliance, and process safety, while coaching teams and leadership toward consistent, highstandard HSE performance.
The role reports to the Egypt Assets HSE Manager and will step in as deputy when required.
Job Description
Lead and ensure HSE compliance with company standards, local legislation, and international best practices across Egypt operations and Joint Ventures.
Interfacing with Joint Ventures to share best practices and provide support to JV initiatives and implementation of risk controls related to workplaces HSE, including workplace safety, process safety, management of health and environmental hazards.
Support and guide teams on aspects of HSE and HSE performance management through different stages of projects and operations.
Coach, mentor, and support site leads and operational teams to raise HSE capability and maturity.
Provide HSE leadership for all Building Services (Facility Management and Catering) and Road Transport activities, ensuring full compliance with Shell Safety, Environment, Asset Management (SEAM) Standards, local regulations, and corporate governance requirements (2 directly managed offices; Business View office and LOBP facilities).
Drive continuous improvement in road transport safety and reduce exposure to high road risk conditions across the different pillars i.e., DDT, IVMS, journey management,
Lead the development and support implementation of the RE HSE Plan in alignment with the Global RE HSE support function.
Provide virtual HSE support to LOBP sites, including intermittent site visits where required.
Participate in and influence critical safety reviews (e.g. HAZID, HAZOP, PreStartUp Safety Reviews, Process Safety Reviews).
Support environmental management activities, including GHG management, waste, effluents, and sustainability initiatives.
Interface with regulators and support legal HSE committee, permitting, consents, and environmental approvals.
Contribute to ISO certification maintenance and interpretation of emerging HSE legislation.
Develop and manage the HSE assurance program, regularly monitor to ensure compliance through auditing / advising / intervention and feedback into management systems
Participates and or leads HSE/Asset Integrity-Process Safety (Ai-PS) Line 1/Line 2 audits at Shell Egypt and the Joint Ventures, and coordinates HSE elements of the Assurance plan.
Document and data management of local HSE management procedures and systems including updating and monitoring of HSE SharePoint site.
Monitor and report on HSE performance, analyzing trends and establishing campaigns for continuous HSE improvements
Drives incident and near miss reporting, investigation, follow up and review process, enabling to determine causes, install preventive measures.
Arranging for necessary training and awareness activities in house or through external support to maintain HSE capability e.g., Safety Day, Behavioral Based Safety (BBS), Incident Investigation, Emergency Response

Experience & Qualifications
15+ years experience in HSE roles within oil & gas, petrochemical, or related highhazard industries.
Strong practical experience in process safety, operational safety, and environmental management.
NEBOSH or equivalent HSE qualification preferred.
Solid understanding of local and international HSE regulations and standards (e.g. EEAA, ISO, IOGP).
Hands on practical use of risk identification and management tools both qualitative and quantitative i.e., HAZID, HAZOP.
Desirable to have experience in interfacing with regulators for submission and follow-up of permitting requirements
The position requires a confident leader willing to intervene, coach and support at all levels of the organization including senior Leadership Team members.

Collaborative, resilient, and adaptable in complex stakeholder environments.
Strong communication skills in English and Arabic (written and spoken).
