In line with the launch of our new product, Digital Assets Custody, Services Sanctions Operations is seeking a Sanctions/AML Operations Expert - Digital Assets (1st Line of Defense) to join a newly established team dedicated to this innovative offering.

Operating across the Investor and Issuer Services business lines, Services Sanctions Operations functions as a global first line of defense, ensuring that client activities remain compliant with applicable sanctions regulations and protecting the Firm from sanctions-related risk.

Digital assets represent a new frontier for the design and implementation of effective, sustainable sanctions controls. A dedicated team has been established to lead this effort, and as the business continues to grow, we are looking to expand our capabilities accordingly.

As a Sanctions/AML Operations Expert - Digital Assets (1st Line of Defense), your key responsibilities will include:

  • Investigating and adjudicating potential AML, fraud and sanctions matches against transactions in digital assets, traditional securities, and cash as well as matches arising from related data screening (e.g., Travel Rule compliance, wallet addresses, beneficial owners, remitters, securities holdings) - leveraging specialized blockchain analytics tools, open-source research, and Citi's proprietary solutions.
  • Preparing comprehensive case files with clear, well-reasoned justifications for escalation to the second line of defense or for potential regulatory reporting; executing control actions such as transaction blocking in response to confirmed matches with sanctioned parties or prohibited activities.
  • Identifying and assessing emerging AML, fraud, and sanctions evasion typologies and risks specific to both digital and traditional asset ecosystems (including securities and cash); contributing to the development, testing, and calibration of blockchain, on-exchange securities, and OTC transaction monitoring rules to improve detection accuracy and reduce false positives.
  • Maintaining current knowledge of the evolving regulatory landscape and industry best practices in digital and traditional asset compliance.
  • Acting as a subject matter expert on digital assets, securities, and cash transaction analysis, providing guidance to internal stakeholders across Product, Technology, and client-facing teams.

This role will work under two distinct schedules:

  • Until the end of 2026, it will be aligned with the working days & hours of the relevant site it will be hired in.
  • From 2027, its work schedule will change to:
    • Working days: from Thursday to Monday (including weekends)
    • Days off: Tuesdays, Wednesdays
    • Working hours in two rotational shifts:
      • Early Shift - 3.30 am to 11.30 am (UK time)
      • Late Shift 11.30 am to 7.30 pm (UK time)

Successful candidates will demonstrate the following:

  • Flexibility and adaptability: Ability to accommodate a mandatory revised work schedule from 2027, including weekend availability and shift work during non-standard hours.
  • Relevant professional experience: A minimum of 3 years of experience in compliance, AML, KYC, or sanctions, gained within an international financial institution and in collaboration with multicultural, cross-border teams.
  • Digital assets expertise: A solid understanding of digital assets, stable coins, cryptocurrencies, and blockchain technology; relevant professional certifications will be considered an added advantage. Candidates are expected to remain current with the latest technological and regulatory developments in this space.
  • Geopolitical awareness: A strong understanding of international geopolitics and its influence on the development of global and regional regulatory frameworks.
  • Investigative acumen: Strong investigative skills, underpinned by intellectual curiosity, an analytical mindset, diligence, and a structured approach to work.
  • Communication proficiency: Excellent written and verbal communication skills in English, with the ability to convey clear, concise messages and to tailor the level of detail appropriately to the seniority and background of the audience.
