Job Overview

Serves as a risk analyst for Independent Compliance Risk Management (ICRM)s Exam Management and Regulatory Liaison Office responsible for the promotion, support, monitoring and reporting on Citis interactions with its regulators, including queries arising in the course of business outside of specific examinations, and managing supervisory examinations, globally.

Responsibilities:

  • Working with senior staff in establishing internal strategies, policies, procedures, processes, and programs to prevent violations of law, rule, or regulation and design and deliver a risk management framework that maintains risk levels within the firm's risk appetite and protect the franchise. In addition, engages with the ICRM product and function coverage teams, in order to partner to develop and apply CRM program solutions that meet business and customer needs in a manner consistent with the Citi program framework.
  • Participating in the coordination and execution of regulatory exams; including franchise relevant regulatory reviews and other supervisory activity impacting Citi businesses and control functions.
  • Liaising with the supervisory agency teams, including responding to ad hoc requests / inquiries and hosting meetings with senior managers held in connection with ongoing supervision efforts.
  • Partnering with regional Exam Management and Regulatory Liaison Offices, local advisory Compliance teams, Business, Risk, Legal, Operations, and Technology to identify, gather and produce responsive documents and information.
  • Identifying and escalating issues raised in the course of regulatory exams and supervisory activity.
  • Promoting awareness of trends identified during exam management activity and drive common messaging across our organization and geographies.
  • Participating in UAT testing and working groups on behalf of the Exam Management and Regulatory Liaison Offices to enhance the firms current regulatory tracking processes, standards and systems.
  • Preparing internal reporting and ensure tracking of exams (and associated requests) on a timely basis.
  • Developing, enhancing, and promoting the use of globally consistent communication tools/templates/presentations
  • Additional duties as assigned.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • Knowledge of Compliance laws, rules, regulations, risks and typologies
  • Excellent written and verbal communication skills
  • Must be a self-starter, flexible, innovative and adaptive
  • Effective interpersonal skills with the ability to work collaboratively and with people at all levels of the organization

Education:

  • Bachelors degree; experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; experience in area of focus; Advanced degree a plus

The Regulatory Engagement (RE) Team is responsible for the consistency in the promotion, support, monitoring, and reporting on Banamex  communications with its regulators. In Mexico, the RE team  supports the Franchise.

RE team is a change agent within Banamexi aimed to enhance the regulatory engagement control culture of Financial Group worldwide and thereby support senior management decision making. This regulatory engagement role has been a key regulatory expectation from Banamexs  main regulators addressing regulators concerns is improving Banamexs risk and control environment.

The Regulatory Engagement Assistant Vice President (AVP) role will support the In-Business Regulatory Engagement Head by:

  • Developing and monitoring  for oversight over and communications during regulatory engagements;
  • Implementing common standards, procedures, and governance processes to create and maintain consistent and best-in-class regulatory engagements and communications protocols; and
  • Providing clear and consistent Supervisory Messaging for all communications between the Regulators and the Financial Group.

The Regulatory Engagement AVP role involves close liaison with the Regulators, Senior Management, Businesses and Functions (1st Line of Defense and Enterprise Support), 2nd line of defense, and 3er line of defense across the Financial Group

The candidate should have a broad functional knowledge of processes, risks, controls, and regulations.

The Regulatory Engagement AVP role is based in Mexico City, Mexico, and reports to the Regulatory Engagement Vice President based in Mexico City, Mexico.

Key responsibilities:

  • Process, risks, and Control Management
  • Assist in the design of the Regulatory Engagement Framework with the aim to provide a model, processes, and practices across the franchise.
  • Contributes to the maintenance and execution of the  Regulatory Engagement model to strengthen the internal control environment.
  • Coordinate Regulatory Engagement reviews and provide an assessment over the quality of Regulatory Engagements work via formal Regulatory Engagement products (e.g., Scorecards, Thematic Reviews).
  • Provide day-to-day support and guidance on regulatory engagement model, processes, and practices -related matters by leveraging experiencing and using professional judgement.
  • Contribute to continued improvement in Regulatory Engagement model, processes and practices, and coverage through the delivery of Regulatory Engagement products.
  • Assist the Regulatory Engagement Head by leading reviews related with Regulatory Engagement products.
  • Assist in the review and improvement Regulatory Engagement model, processes, and practices, including innovation initiatives.
  • Assist with periodic ad-hoc projects (e.g., research and development of Regulatory Engagement specific training).
  • Assist the In-Business Regulatory Engagement Head in reviewing key internal and external Regulatory Engagement deliverables.
  • Ability to manage multiple competing priorities and meet strict deadlines, both internal and external (e.g., regulators).
  • Operate independently as a Regulatory Engagement partner across the Financial Group, forming partnerships at all levels.
  • Support the  Regulatory Engagement Head in fostering a strong Regulatory Engagement partnership with the Businesses and Functions, 2nd Line of Defense, and 3rd Line of Defense.
  • Be a change agent in the continuous improvement program to deliver and maintain a best-in-class Regulatory Engagement function, sharing best practices and lessons learned with the Businesses and Functions, 2nd Line of Defense and 3rd Line of Defense.
  • Assist and coordinate delivery of Regulatory Engagement model, processes and practices training to Businesses and Functions, 2nd Line of Defense and 3erd Line of Defense, including tailored training as and when needed.
  • Assist in maintaining stakeholder communications through meetings as assigned by the  Regulatory Engagement Head.
  • Guarantee implementation of assigned responsibilities of the Banamex  transformation program.
  • Integrate all issues to the framework, ensuring consistency, escalation, timely completion of action plans.
  • Integrate and measure regulatory engagement activities (regulatory exams, regulatory interactions, regulatory meetings, regulatory enforcement actions, regulatory issues).
  • Report and follow up regulatory engagement activities.
  • Align designed framework to requests of the regulators.
  • Ensure compliance with Banamex  policies, specifically those related to Regulatory Exam Management and Oversight Standard.

Qualification and Competencies

  • Must be an articulate and effective communicator, both orally and in writing, with an energetic, charismatic, and approachable style. Candidates must have effective persuasion skills, the ability to work effectively at the highest levels of the organization and will display highly effective networking and influencing skills.
  • Intermediate communication and documentation skills in English is required.
  • Self-motivated, detailed oriented, and ability to multi-task especially interchange of Regulatory Engagement internal initiatives (e.g., scorecard review vs. review of regulatory specific deliverables).
  • Ability to meet strict deadlines, either internal or external (e.g., regulators).
  • Strong data analytics skills and experience with data to identify risk and anomalies within the internal control environment.
  • Proficient use of Office suite (Access, Excel, PPT, Word, Outlook)
  • Demonstrated ability to remain unbiased in a diverse working environment.
  • A strongly knowledge in local regulation, mainly issued by Financial Regulator as CNBV, BANXICO, IPAB, CONDUSEF.
  • Should have a Supervisory Cycle experience as part of Entity supervised by local Regulator.
  • Preferred have experience as a Team coordinator in on field review by Regulator.
  • A high level of understanding in a risk identification and proficiency in control matters and regulatory compliance.
